This follows a decision by the FDA in USA that NMN is so effective at delaying age-related diseases that it should be considered a pharmaceutical. Of course, FDA decisions should only affect USA, but Google decided to add NMN to their disapproval policy for all countries.

The articles 28 and 29 of the E.U. has to do with VAT and import taxes. The sticker is saying the package has not been sent from within an E.U. country, so you may need to pay VAT and/or import fees when the package arrives in your E.U. country.
